## Create a theme
> The id must be unique and URL-safe: passes reference it and image paths are prefixed with it.\
> Images can only be uploaded once the theme exists, so a new theme uses \`https\://\` images or none; reference uploaded ones with an update.\
> Adds a configuration history entry and emits a theme created event.

## Upload a theme image
> The theme must exist. File name: starts with a letter or digit, then letters, digits, \`-\` or \`\_\`, ending \`.png\`, \`.jpg\` or \`.jpeg\`; the same name replaces the file.\
